5. Can I register to vote if I've never lived in the US?
Yes. As a US citizen living abroad, you can submit the Federal Post Card Application (FPCA) to register to vote and request your ballot even though you have never lived in the US.
For your “voting address,” use the address of the last place your US citizen parent lived in the US. (If both of your parents are US citizens, you may use the last US address of either US parent.)
Please note that "never lived in the US" isn't defined in the federal law, but you aren't in this category if you've lived in the US for any length of time. Your time in the US has to be more than a short visit or vacation, but you don't need to have taken any specific actions, such as attending school or getting a driver's license. And you don't need to have lived in the US as an adult. Your time in the US counts even if you left as a baby or child.
