State voting rules for Georgia

Georgia voters abroad need to request a ballot each calendar year they want to vote in.

Type of Ballot Based on Voter Category

If you choose “My Return is Uncertain,” you will receive a ballot to vote in federal elections only (US President, US Senate, and US House of Representatives).
But you won't be eligible to vote in Georgia state and local elections (Governor, State Legislature, School Board, etc).

"Intend to Return" means you have an intention to return in the future -- but you don't need a set date or specific plans.
If you choose “Intend to Return,” you will receive a ballot to vote in federal, state, and local elections. But this may be one of several factors used to determine whether you may be subject to Georgia state income tax.

If you choose “I've Never Lived in the US,” you will receive a ballot to vote in federal elections only (US President, US Senate, and US House of Representatives).
But you won't be eligible to vote in Georgia state and local elections (Governor, State Legislature, School Board, etc).

Here's how to download, print, and return your ballot:

  1. If you requested your ballot be sent to you by email, you will receive an email from Enhanced Voting (noreply@enhancedvoting.com) containing a link to download your ballot and your PIN.

  2. Access BOTH the General Election Ballot and the Runoff Ballot.
    Start with the General Election Ballot — follow the prompts to mark your choices.
    Once you've finished, select "Confirm Ballot and Proceed."

  3. To vote the Runoff Ballot, select "Start Runoff Ballot."
    This is a ranked choice ballot and will only be used if a Runoff election is necessary.
    Mark your 1st choice candidate as ‘1’ on the ballot, your 2nd choice candidate as '2' and on down. You don't need to rank all candidates.
    When done, click ‘
    Confirm Ballot and Proceed’ to go print.

  4. Print BOTH Ballots.
    Under the "Return" section, select "Print Ballot" and then "Print Runoff Ballot."
    You may use any size paper and it's fine to reduce the printing to fit your paper.
    Use "Fit to Paper" setting to ensure everything prints.

  5. Print TWO (2) copies of the "Oath of Elector."
    Click on the Blue button ‘Oath of Elector’ to open the PDF, then print two copies of the Oath.

  6. To mail back your voted ballots, put printed General Election ballot in a privacy envelope (use a plain, unmarked envelope).
    Seal the envelope and write “Official Overseas/ Military General Election Absentee Ballot” on the envelope.

  7. Fold the ranked-choice RUNOFF ballot and place it in a SEPARATE PRIVACY Envelope.
    Seal the envelope and write
    “Official Overseas/Military General Election Run-off Absentee Ballot” on the envelope

  8. Fill out BOTH of the Oaths of Electors! A separate Oath must be sent back with each of your ballots.
    Use the ID number you used on your Ballot Request (FPCA) form.
    Sign each of the Oaths — your signature must match the one on your Ballot Request (FPCA) form.

  9. Place the TWO folded Oath of Elector pages and the TWO sealed Privacy Envelopes (containing each of the ballots) into a larger OUTER Carrier Envelope.
    Seal the outer Carrier Envelope - write: “Official Absentee Ballot/Run-off Ballot."
    Include the full address of your Election Office, including "USA."
    Provide your return (non-US) address.

  10. Affix sufficient postage to return your ballot to Georgia from your country.
    Be sure your ballot is postmarked by ELECTION DAY and will be received within 3 days following the election, or it will not be counted.

a. If there is enough time, you can use the diplomatic pouch at your US Embassy or Consulate (please check the return time first).

b. You can also use a private courier service (such as Fedex or DHL).
Family members can share a private courier envelope if they have the same Georgia voting address.

If using a private courier service, complete ALL of the steps above, except that you don't need to affix postage to the Carrier Envelope(s).
Then place the sealed Carrier Envelope (or envelopes if returning multiple ballots) into the private courier envelope as if it were a mailbox.
